Course Descriptions

As a student in the Local 94 Training Program, you learn about the latest technologies in the industry and gain first-hand experience dealing with air quality control, environmental control, electrical power systems and computer-controlled buildings.

The Training Program consists of two portions: the Mandatory Portion and voluntary courses. Certain Local 94 members must complete the Mandatory Portion of the Training Fund. The Mandatory Portion is made up of six units, or courses.

Below, find descriptions of each course offered by the Training Program.

Mandatory Portion

Unit 1—Introduction to Commercial Office Buildings

This unit is designed to develop specific technical competence along with a foundation of practical skills. Emphasis is placed on a complete understanding of what makes up commercial office buildings. Students will be able to understand their role in the normal operation of a commercial office building. Students will also be introduced to the different functions required to operate a commercial office building, e.g., air and water systems. In addition, students become well versed in major building equipment, such as water tanks and cooling towers. After completing Unit 1, students will have increased his or her knowledge of and value to the commercial real estate industry.

Unit 2—Introduction to Valves, Pumps & Heating Equipment

This unit is designed to continue the students' mechanical and engineering development.  Unit 2 introduces the student to various heating systems. This Unit of study proceeds into a complete array of valves and pumps and their functions within an Engine Room. Students will learn the different types of pumps and their particular functions. Students will be able to identify the individual parts that make up a pump and, as part of the hands-on lab, be able to disassemble a pump and completely rebuild it. Unit 2 will also cover hot water and steam heating systems including maintenance of hot water and steam equipment, such as steam traps. 

Hands-On Lab Sessions will account for a large portion the class hours. Lab sessions are designed to develop the students' understanding of valves, pumps and heating systems. Students will become familiar with varied building equipment and their maintenance procedures including preventive maintenance requirements.

Students, upon successful completion of Unit 2, will be able to perform specialized maintenance within their buildings. They will have increased their value to their Employer by their knowledge of different equipment in their facility and how to prevent costly breakdowns.

Unit 3A—Introduction to Basic Refrigeration

In this course, you build an understanding of the refrigeration cycle, its effect on the environment, and the varied applications. Engineering formulas and refrigeration-related mathematics, to calculate loads, will be covered. Each component of the mechanical refrigeration system will be covered in detail as to operation, maintenance and troubleshooting. Safety factors and functions of refrigeration tools will also be a focus of this Unit.

Materials for Unit 3A include an approved International textbook. Theory and hands-on lab sessions are combined to best present the fundamentals of basic refrigeration. Your Instructor will demonstrate methods of using tools, equipment and special devices used in the refrigeration field. You will perform actual refrigeration tasks as well as soldering and brazing assignments.

Note: This course is the first course necessary to obtain a New York City Refrigeration License. You must also take Units 3B and 3C to obtain the License. Unit 3B—Introduction to Commercial & Industrial Refrigeration

As part of Unit 3B, you will deal with larger refrigeration systems. You begin by investigating the different types of refrigeration systems, the many methods of controlling them and how they interface with your building operations. Unit 3B addresses chilled water systems and centrifugal compressors as well as the drive mechanisms for these types of machines. The course also covers the operation and maintenance of accessory items, such as cooling towers.

The course teaches the operation and maintenance requirements for the steam turbine. Additionally, you study the absorption systems and their applications.

There are three field trips for this course. During the trips, you gain experience with steam turbines and other major equipment discussed in Unit 3B.

Unit 4—Fundamentals of Applied Electricity for Building Equipment Operators 

Reading and troubleshooting different schematics is the emphasis of this course. Hands-on lab sessions will account for a large portion of class hours. Lab sessions are designed to develop comprehension of individual component functions and interaction of components within a circuit.

The controls and circuitry studied in this Unit are coordinated with the equipment and systems involved in previous Units. The controls and circuitry found on today’s highly automated packaged air conditioning units will be the focus.

After completing the course, you will be able to follow manufacturers' instructions accurately, thereby performing preventive maintenance and simple motor replacements for major industrial equipment in the field.

Unit 5—Controls & Control Strategy 

This course teaches basic control theory and advanced control strategies. After completing the course, you will have a firm foundation in both pneumatic and DDC control operations, which enables you to take the DDC/BMS elective courses.

You develop an in-depth understanding of the varied pneumatic and other control system applications for HVAC air handlers and associated equipment. You study both older and modern designs, using different manufacturer controls, during hands-on sessions.

The main focus of this course is to help you develop hands-on skills to work on a typical pneumatically- or DDC-controlled system at your workplace. The course develops calibration and troubleshooting skills with pneumatic and DDC systems.

Voluntary Courses

Unit 2B—Water Treatment & Pesticide Applicator Certification

Commercial facilities require cooling towers for various types of equipment cooling. Cooling towers require a large amount of water to function. Untreated water may contain microbiological organisms such as algae. Biocides are a type of pesticide used to control microorganisms. When biocides are used it will require special training so that when applied it will not endanger the applicator, building workers or the environment.

If algae, slime-forming bacteria or fungi are allowed to remain in cooling towers, it will cause reduced efficiency and shorten the life of the air conditioning equipment. This course trains you on how to properly apply micro-biocides to cooling tower water. Certification is required for application in New York State. The course prepares you for the state certification.

The course helps you identify problems common to cooling towers, identify common pests and provide methods of application for specific problems, special safety precautions, equipment maintenance and operations.

Note: This course prepares you for the DEC certification to be a pesticide applicator in category 7G

Unit 3C – Refrigerating System Operating Engineer Certificate of Qualification Course

Tuition Fee: $300.00

This unit prepares you for both the written and practical Refrigeration Machine Operator examinations administered by the City of New York.

The course covers all subjects pertaining to safety and professional operation of large tonnage refrigeration equipment, including refrigeration principles and New York City codes.

Refrigeration components, refrigerants, special systems, oils, absorption cycle, electric motors and compressors are discussed in detail. Mathematics required for the testing will also be taught.

Specific preparation for the exam is accomplished by a comprehensive review of all material and extensive use of visual aids.

Note: Paying for this course lets you attend extra written and/or practical sessions at no additional cost until you pass the New York City examination.

Unit 3R – Universal Technician Certification Course

Tuition Fee: $50.00

Qualify for certification as refrigerant handling and recycling technicians. You will be introduced to the concepts of recovery, recycling, reclamation and proper refrigerant handling.

Instructors will help you prepare for the four-part certifying examination. This examination results in either Universal Certification or one or more of the following:

  • Type I – Small Appliance
  • Type II – High Pressure Appliance
  • Type III – Low Pressure Appliance

Successful candidates with the appropriate certification will be authorized to purchase refrigerants and service-sealed refrigeration systems. This Certification is now a prerequisite to obtaining your New York City Refrigeration License.

Unit IAQ—Indoor Air Quality Course

Prerequisite: Completion of the Mandatory Portion

Tuition Fee: $150.00

This course will give you a new perspective on how to appreciate air quality and better enable you to prevent and correct indoor air quality (IAQ) problems.

You will learn the techniques required for preventing and mitigating most IAQ problems. These techniques center on how to operate an effective preventive maintenance program that includes regular visual inspections and a schedule of periodic air sampling. You will also learn how to troubleshoot heating, ventilating, and air conditioning problems.

This course also teaches IAQ concerns and their usual causes, including the necessary skills to identify and mitigate the most common IAQ problems. Measurement of HVAC systems to a higher standard, beyond the traditional standards will also be taught. You will also learn how to provide thermal and air quality readings through hands-on lab sessions.

Water system balancing, building commissioning, preventive maintenance and homeland security are among the topics in this course of study.

Unit CE—Chief Engineer

This course is designed specifically for the Assistant Chief Engineer and the Chief Engineer, or for individuals preparing to fill either of those positions.

This course deals with the concerns of a diversified work place, supervision, project management, health and safety issues, human relations, budget preparation and time management. It will also address the use and benefits of computers for a Chief Engineer, touch upon energy conservation and aid the Chief in developing his or her interpersonal skills.

Upon completion of this course, you will be better prepared to meet the pressure and stress related to being a Chief Engineer.

Unit EC—Energy Conservation

Prerequisite: Completion of the Mandatory Portion

Tuition Fee: $150.00

With this state-of-the-art training, Local 94 is poised to be part of the solution to reduce the inefficient use of energy resources and to effect a corresponding reduction of environmental emissions and dependency on foreign oil. Individuals who complete this extensive training will lay the foundation for other courses such as the Green Building course.

Energy-saving opportunities will be the foundation for optimizing all types of facilities. The ultimate goal of the energy conservation program is to produce effective energy principles, which can be applied to your own facility.

The profitability to be derived from this program will be related directly to the existing performance of the facility and the level to which an individual employer wishes to implement these cost-saving measures.

Local 94 engineers, with their intense training and specialized skills, are already some of the most significant contributors to cost-effective, safe and efficient use of facilities. The course teaches energy calculations, metering and monitoring, lighting, automation systems, steam, HVAC systems, audits and reading energy bills. Our unique, comprehensive energy conservation training course will assist public and private sector employers improve their bottom line.

Unit CS—Critical Systems

This course shows how to maintain a facility with critical systems, such as data centers.

In today’s increasingly complex and technology-driven world, critical data is transferred continuously. This course equips you with the fundamental skills to ensure critical equipment is kept on-line in the event of any type of power failure. You learn about electrical systems, standby generators, automatic and static transfer switches, power quality, UPS systems, data center cooling and fire protection systems.

Unit MD—Mechanical Drafting

With this course, you familiarize yourself with various types of graphical engineering tools and diagrams.

This course trains you to read graphically in the HVAC field. Learn to letter, draw line work, and use drafting instruments and standard HVAC representations, as well as draw orthographic and isometric projections of HVAC equipment. You also learn to work with architectural and structural plans to lay out HVAC systems.

Note: This course meets part of the eligibility requirements to receive 15 tuition-free credits towards earning an Associates Degree in Environmental Control Technology

Unit LPB—High Efficiency Low-Pressure Boilers 

This course provides information on the safe and efficient operation of low-pressure boilers. This course is designed for individuals who have low-pressure boilers in their facility. This course covers boiler classifications, pressure controls, pump principles, tanks, heating systems, safety and relief valves and electrical safety. 

Energy efficiency and environmental issues are emphasized throughout the course. Leadership in Energy and Environmental Design (LEED) principles are used as a guideline in this course.

Unit DDC/BMS—Advanced Direct Digital Controls and Building Management Systems

Buildings should not only be energy-efficient, they also should be “smart.” This course will reflect the type of smart, or automated, systems used in modern buildings. The DDC/BMS course teaches you the latest technology in building management systems. You will be able to make the connection from energy management to control technology. You will also learn how to be both efficient and smart in building operations. Lab sessions are part of this course. By the end of the course, you will be able to implement what you learn in the classroom and apply those lessons to the jobsite.

Unit GB—Green Building

With energy costs and dwindling resources a top concern in the world today, sustainable, or “green,” development in the commercial building industry continues to grow. This course teaches you how to operate, maintain and upgrade existing buildings so they become energy efficient and healthier places to live and work.

By establishing principles for high performance buildings, you will be able to understand a building’s importance to the environment, target money saving areas, and promote a more healthy facility. Energy Star measures and LEED certification requirements are also covered.

Through this course, you can earn a Respected Credential in Building Operations.

Building Operator Certification (BOC) is a hands-on training and certification program covering building operation and maintenance for building operators. It offers an in-depth look at the best ways to manage a facility, from the latest technologies to trade tips. As a participant, you can improve job skills, access tools to more efficiently run facilities and achieve measurable energy savings. With thousands of BOC graduates nationwide, this rapidly growing program provides an expansive network of peers and a highly regarded credential.

Unit FSD—Fire Safety Director

In accordance with Local Law 5, the Fire Safety Director Course is designed to familiarize you with fire safety in commercial office buildings. Local Laws 41 and 58 are also covered. You will learn about Class E systems, along with flame proofing, elevator operations during a fire, fire safety plans and fire drills. This course provides the information needed to pass the Fire Department written and on-site examinations.

Note: Successful completion of this course prepares candidate for the NYC Fire Safety Director Certificate of Fitness.

Unit EAP—Emergency Action Plan Director

In accordance with Local Law 26, the EAP course is designed to familiarize you with an Emergency Action Plan for New York City. This course covers evacuation concepts, emergency response operations, building communications, ventilation options, elevator operations, terrorism threat analysis, natural disasters and how the emergency action plan is prepared. This course provides the information needed to pass the Fire Department written and on-site examinations.

Note: Successful completion of this course prepares candidate for the NYC Emergency Action Plan Director Certificate of Fitness.

Unit PU—Package Unit Hands-On Training

This is a short 5-week course designed to upgrade your skills in specific areas such as:

  • Leak Testing
  • Evacuation
  • Recovery 
  • Charging

Unit OSHA—OSHA General Industry Course

This safety course provides you with a variety of training on OSHA General Industry Standards that is applicable to workers’ safety and health.

The course includes electrical safety, fall protection, protective equipment, materials handling, power tools, and confined space safety. The OSHA course is a short course that can be delivered as frequently as needed.

Note: Successful completion of the 10-hour course grants you a certificate from OSHA.

Unit 6—BOMI SMA 6: Building Design & Maintenance 


Prerequisite: BOMI SMT Certificate (scroll toward the middle of the page for more information)

Tuition Fee: $300.00

This course will help you become familiar with building maintenance procedures and equipment, preventive maintenance, as well as construction documents. In this course, you will cover the characteristics, uses, and properties of common building materials, as well as building regulations, codes, and standards. You will learn to compare building system components and to identify appropriate inspection and maintenance techniques. You will develop the knowledge to establish procedures and standards for monitoring building operations and preventive maintenance. 

You will also learn how to read and use construction documents, studying from a textbook that features a set of drawings and an architect’s pocket scale. The information that accompanies this course features illustrations and resources, such as governmental and industry websites. This course can help you operate and maintain a sound, safe building.

Unit 7—BOMI SMA 7: Administration

Prerequisite: BOMI SMT Certificate (scroll toward the middle of the page for more information)

Tuition Fee: $300.00

If you are a chief engineer with a staff that reports to you, or are working toward this goal, you need to develop a variety of skills related to managing people and time.

This course focuses on leadership skills, oral communication techniques, motivational and team-building strategies, and participation in training programs.

Through this course, you will develop many skills needed by leaders in maintenance environments, including the ability to plan, organize, schedule, delegate, budget, monitor, inspect, document and write. 

Some of the major topics in the course include prioritizing, resource development, resource management and time management. 

The skills you can take away from this course are communication, prioritizing, and the knowledge and confidence to solve problems and make decisions that will result in a safer workplace.

Unit 8—BOMI SMA 8 - Environmental Health & Safety Issues

Tuition Fee: $300.00

Protecting the environment with green initiatives and promoting worker health and safety such as OSHA regulations are issues at the center stage of today’s property industry. 

This course provides you with an overview of the environmental health and safety considerations in building operations. You will learn to develop and manage proactive environmental/occupational health and safety measures in your facilities, comply with regulatory standards and guidelines governing facility health and safety issues, and assess when to obtain technical assistance.
